I actually have an OC who's got a similar concept to your idea of a sleeper virus. He's based on the real-life CIH virus, AKA 'Chernobyl' or 'Spacefiller'. (http://en.wikipedia.org/wiki/CIH_virus) The whole point of the CIH virus is to completely destroy a computer and make it unusable by wrecking the boot drive and BIOS, but (the original version at least) only activates on April 26th. Given how different ReBoot time is to real-time, this meant that for the main part the character was assumed to be a benign virus. The character himself believed he was benign as in his untriggered state he has no viral powers beyond being large and looking rather monstrous and no inclination to corrupt and infect. His lack of viral powers was chalked up to his code being incomplete, (as it would be until he was triggered) as April 26th would be the ReBoot equivalent of decades to centuries ahead.

However, when triggered (by another character who needed to use him as a diversionary tactic, and patched his code to trigger him earlier) the virus immediately became malignant and hostile and gained some viral powers, namely a vicious set of claws, enhanced strength, and the uncontrollable urge to destroy absolutely everything in his path until the entire system was a smoking ruin. No megalomania or cunning like Megabyte, no insanity or crazy powers like Hex, just outright psychotic destruction, much like Gigabyte but with less brains.

Of course, this means that in his triggered state he can't really go anywhere once he's trashed the system he's in, but neither can the real version of the CIH virus, the only way it can spread to other computers is if it's infected a program that's sent on by other mass-mailer viruses, it can't actually propagate itself. So he's a containable threat... just as long as you don't mind losing a system to contain him.

I like the Sleeper Virus idea - however, at the moment, it doesn't seem like Vector is benign by choice - isn't that why he's in the Web game to begin with?

I think your right but we still don't know what kind of virus he is yet so I figured I'd throw up a few ideas.

I also created a web/virus hybrid called a chimera which could be a good idea.
