I think it was something intended for the end. Since Season 4 expands this, it's what Bob is achieving. He seeks to understand why a user would do such damage, akin to the games nullifying the systems. He believes the users are unaware of the aftermath of their actions and viruses have something damaged in their code when they create programmes. Hence why he wants to rewrite the very nature of viruses. Thus no need for deletion when rewriting is the alternative.

I really don't think there is a way for him to find the actual Users, but it would be interesting if one got trapped inside the computer, somehow!
