Bread and Circuses. Synth would be part of the Circus -- keep the citizenry entertained (distracted) and they'll let other things slide.

Oh, and her appearance - much more clean-cut when she's on Serenity's side, wouldn't you say? It'd hardly make sense for Uncle Bill, while creating this glistening, white, pristine city, brings in a colorful character such as this - I can imagine her starting off looking much more clean, wearing white, etc etc.
I don't think she needs to be a villain or attack anyone. Like you said she could be a factory produced pop star. And maybe she knows it, which makes her start to doubt Serenity. That would give us sympathetic characters on their side of the fence.
About Matrix and AndrAIa's age. Remember, Turbo said that at that point in time, they SHOULD be about 11 - that thought clearly surprised Matrix. So they're only technically 11 - in reality, however, who knows what age they represent?
I love the idea of Synth being a music program - good call on that one. Perhaps she could be a sort of forced-celebrity, much like many of our own singing 'superstars'.
Also, what do people think about music-based abilities? Maybe a guitar that can be used to attack with music? A horribly unoriginal idea, I admit, but I still like it.
Oh, and about the '01' on Enzo's shirt in the scarf artwork - I personally believe that was a mistake by the artist/s. By this point, this Enzo should be at least 10 or 11.
