I've never given that question a serious thought until now, since ReBoot was such an original concept at the time that it's in a genre of it's won.
I'll go for the best of both worlds and say that it's a science fantasy story. ReBoot's fantasy aspect is most reflected in the games as well as some of the more "adventure" episodes of S3. ReBoot is science fiction in that the setting is inside the computer and the usage of technical terms related to computers.
Put me in other. I really can't put my finger down on it.
I would just call it plain old fiction.
It isn't fantasy, because fantasy usually takes place in the past, or involves medieval themes and mystical creatures IE dragons etc.
it isn't sci-fi, because it doest take place in the way distant future, and it doesn't involve people with laser guns and stuff, but things inside a computer. Since This is all takes place inside a computer, and it i think its safe to say ,not a computer in the future, then i would just call it fiction....why?

think back to the Indian in the cuboard books. The boy uses a cuboard to make toys come to life, i dont think that is too far in idea than the things going on in your computer being alive. So I'll have to go with other.
I think the foreground is fantasy, because of the adventurous side, with science fiction in the background, it's inside a computer after all, but they mostly just used computer terms to name the things they created in their world.
I see it more as fantasy than sci-fi, but there's enough sci-fi elements in it to keep it from being a total dungeons and dragons sort of idea.
The whole idea— people inside your computer —immediately conjures an idea of fantasy when you look at the world, but its infused with lots and lots of technology.
Some parts of it are more fantasy than others, or more sci-fi, but there's a neat blend. Take Phong, for instance. He's a little robot. You can see it when you look at him. But his behavior and his personality could easily make him a non-robotic Confucius character in a hardcore fantasy show. Making him a robot adds that touch of sci-fi.
Fantasy, because it's the kind of concept a child would think up (people in the computer). However it does not fit with the connotation "fantasy" brings to mind (dragons, princesses, whatever...) but if you have to put it in a category it's definately not sci-fi.
